Constituencies Stakeholders Analysis The culture in Tanzania is a multifacete and comprehensive sector that embraces different actors and stakeholders from the population. These stakeholders are individuals, groups, organisations, associations and institutions divided into six cultural sub sectors namely performing arts, cultural heritage, cultural industry, fine arts & crafts, language & literature and film, audio visual & multimedia. Other stakeholders are the central government, local governments, local and foreign donor communities, the civil society and many governmental as well as non-governmental institutions. For about two decades following independence in 1961, parastatal organisations under the now defunct centralised socio-economic system were the most ardent stakeholders of the culture sector in Tanzania. Their major support included formation, funding and managing 'cultural groups' deployed for entertainment and community mobilisation. Noteworthy parastatals that were proactive in this regard included the then National Bank of Commerce (NBC), the Tanzania Harbours Authority (THA) and the National Insurance Corporation (NIC). Others were textiles companies, National Service camps and the Tanzania Peoples Defence Forces (TPDF). As earlier ststed, actors within the culture sector have been divided into six major sub sectors called cultural constituencies. These sub sectors have different profiles with varying target groups, objectives and implementation strategies, but have the same principal goals that all fall under the vision, mission and objectives of Tanzania Culture Trust Fund. |
