As an independent entity, Mfuko is governed by the Board of Trustees comprising of ten members; six of whom represent Mfuko's cultural constituencies/sub-sectors. Two of the remaining four members represent international donors and the government of Sweden while the last two represent local donors and the civil society.

According to Mfuko's Trust Deed, the tenure of office for Board members is three years.

The Secretariat
The Board of Trustees appoints the Mfuko Secretariat from among qualified and competent Tanzanians who have served in the culture sector or have proven knowledge and experience to serve the sector. Currently the Secretariat consists of the Executive Secretary, the Administrative and Finance Officer, the Programme Officer for Operations and the Programme Officer for Information and Fundraising, as senior staff members.
Also the Secretariat has an Office Management Assistant, Office Attendant-cum-Driver and two Security Officers.

Constituencies
In order to ensure support to all areas of the culture sector, the Mfuko has divided the sector into six sub-sectors or culture constituencies. These sub-sectors have focal points to facilitate monitoring and networking among actors within the constituencies and for prioritising needs.

The National Arts Council, the National Kiswahili Council, the Tanzania Film Board, the Bagamoyo College of Arts and the Institute of Kiswahili Research of the University of Dar es Salaam are among leading institutional stakeholders of the sector.

Government stakeholders include the Ministry of Education and Culture of the United Republic of Tanzania and a number of departments that deal with cultural activities.

The six cultural constituencies/sub-sectors are: Performing Arts, Cultural Heritage, Cultural Industry, Language & Literature, Fine Arts & Crafts and Film, Audiovisual & Multimedia.
